Building Future-Ready Institutions for Viksit Bihar, Viksit Bharat @2047 with OD Excellence and Sewa Bhaav

The Organization Development operates on the foundation of the Four OD Pillars: Facility Certification, FRU Strengthening, Governance & Convergence, Outreach, and the creation of Knowledge Products. We endeavor to establish a unified system where institutional culture is aligned with purpose-driven efficiency, accountability, and citizen-centric values.

By embedding the 5 Cs — Communication, Critical Thinking, Creativity, Collaboration, and Cultural Competence — we seek to nurture a transformative ecosystem, strengthening organizations that resonate with the vision of Viksit Bihar for Viksit Bharat @2047.

Our Theory of Change rests on the belief that systemic transformation is achievable when purpose, vision, and performance are aligned through a culture rooted in Sewa Bhaav, evidence-based interventions, and collaborative governance. We provide techno-managerial, structural, and strategic support to public health government institutions in Bihar. It is dedicated to transforming healthcare institutions into future-ready centers of excellence.

Additionally, we collaborate with government bodies, development partners, and local stakeholders to streamline governance structures, enhance patient-centric care and institutional accountability, and embed a culture of Sewa Bhaav with goal-driven efficiency.

The Challenge

Healthcare institutions in Bihar face systemic challenges that significantly hinder their ability to deliver quality services efficiently. Fragmented departmental structures lead to inefficiencies, while limited awareness and understanding of Key Responsibility Areas (KRAs) and Key Performance Indicators (KPIs) restrict accountability and efficiency.

Weak decision-making frameworks (RACI, PESTLE, etc.) contribute to governance gaps, and inadequate onboarding and training for new staff affect service quality. These challenges are further exacerbated by deeply entrenched institutional mindsets and rigid governance frameworks that resist change. For example, District Hospital Departments manage over 43 registers, causing delays and data duplication. The grievance resolution mechanism requires patient-centric interfaces. The OD Centre of Excellence (OD CoE) addresses these challenges through diagnostic assessments, development, designing and deploying context-specific solutions, structured onboarding, and performance-tracking tools such as the Sewa Bhaav Readiness Assessment, Sewa Atlas Pathways that Map Vulnerabilities, and Guiding Services. The OD CoE nurtures a culture of accountability, collaboration, and citizen engagement across healthcare institutions.

Interventions

  • Provided Techno-managerial support to BIPARD on Viksit Bihar for Viksit Bharat @2047.
  • Provided Technical Assistance to BPSMS (Bihar Prashasanik Sudhar Mission Society) for HRMS Strengthening and integrating BHAVYA for a citizen centric interface, ensuring better governance, compliance, and data-driven decision-making.
  • Streamline Record-Keeping by Optimizing District Hospital Register Management.
  • Transforming Citizen Grievances into Milestones by strengthening grievance redressal mechanisms and nurturing a citizen-centric culture at District Hospitals in Begusarai and Nalanda.
  • Improving the Operational Efficiency of the Blood Bank at the District Hospital, Banka, by streamlining processes and ensuring better inventory and service management.
  • Strengthening Key Public Health Institutions (BIPARD, RHFWTC, SHS, DHS, SIHFW) through targeted Organization Development (OD) and Talent Development initiatives through Sewa Bhaav and Sewa Atlas Pathways.

Outcomes

  • Strengthened Competencies of 3393 Government Officials through role specific targeted training and capacity-building programs in partnership with BIPARD (Bihar Institute of Public Administration and Rural Development).
  • Improved the Operational Efficiency of the Blood Bank at the District Hospital, Banka, by streamlining processes and ensuring better inventory and service management.
  • Supported GAD, Government of Bihar in advancing towards Viksit Bihar for Viksit Bharat @2047 mandate
  • Collaboratively launched a strategic pilot initiative with SIHFW on its Digital Campaign #संरक्षक, focusing on adolescent girls in Bihar.
